RFP: Independent Review of Electricity System in Newfoundland & Labrador

The Provincial Government today released the request for proposals for the independent review of the electricity system in Newfoundland and Labrador.

“In our 2007 Energy Plan, we committed to review the electricity system as we move from an isolated system to an interconnected system. January’s outages certainly demonstrated the importance of continuing our work on this Energy Plan commitment. The purpose of the request for proposals is to seek consulting expertise to undertake a review and analysis of the legislation, regulation, management, and operation of the Newfoundland and Labrador electricity system. Once the expert, independent consultant is chosen for our review, they will be required to develop a work plan and schedule.”

  • The Provincial Government today released the request for proposals for the independent review of the electricity system.
  • The Board of Commissioners of Public Utilities (PUB) and their independent consultant, Liberty, as well as Newfoundland and Labrador Hydro (Hydro) and Newfoundland Power, are conducting valuable analysis regarding the recent supply disruptions. The intent of the review is to complement, not duplicate, these efforts.
  • The Provincial Government values this important work by the regulator as it will inform and strengthen the broader review of the independent consultant.
  • The Provincial Government is already working to ensure a smooth transition from an isolated system to an interconnected system and this includes the review of the electricity system which will be released to the public.
