Province requesting feedback from stakeholders on interprovincial regulatory issues

Under the Canadian Free Trade Agreement (CFTA) a Regulatory Reconciliation and Cooperation Table (RCT) was created to establish a process to aid in the reconciliation of regulatory measures that act as inter-provincial barriers to trade, investment and labour mobility. Last year, following consultations with stakeholders across the country, a 28 item work plan was agreed to by all CFTA Parties for 2019-20 and released publicly in June 2019. This workplan can be viewed here.

Work is now underway for the 2020-21 RCT work plan and the Government of Newfoundland Labrador is reaching out to stakeholders in order to identify any regulatory measures across Canada that are negatively impacting provincial companies and workers. An inter-provincial regulatory barrier can take many forms including, but not limited to, differing testing or certification requirements, standards, trucking or transportation requirements, occupational health and safety requirements, labelling requirements, sizing/packaging requirements, or licensing requirements.

The RCT is also looking at developing cooperation agreements for areas where regulations are being contemplated but none currently exist. These agreements would ensure that the development of new regulations across Canada are created cooperatively among provinces and territories which would lead to regulatory frameworks that are the same (or very closely aligned) which would mean that businesses should only have to follow one set of regulations across the country.
