Section 45 (2) of the Canada-Newfoundland and Labrador Atlantic Accord Implementation Act S.C. 1987, c.3., and the Canada-Newfoundland and Labrador Atlantic Accord Implementation-Newfoundland and Labrador Act, R.S.N.L. 1990, c. C-2. (the Accord Acts) requires proponents to seek C-NLOPB approval of a Canada-Newfoundland and Labrador Benefits Plan before the Board approves any development plan or authorizes any activity.
Section 151.1(1) of the Accord Acts (Federal version) authorizes the C-NLOPB to issue and publish appropriate guidelines and interpretation notes with respect to the application and administration of Section 45.
The C-NLOPB last updated its Canada-Newfoundland and Labrador Benefits Plan Guidelines in February 2006. After administering the current guidelines for the past decade, the C-NLOPB is updating the entire suite of Canada-Newfoundland and Labrador Benefits Plan Guidelines.
