RFP: Supply, install and commission an Ambient Air Quality Monitoring Station (AAQMS) in Trinidad

The Environmental Management Authority (EMA) is inviting suitably qualified consultants/firms to submit proposals to supply, install and commission an Ambient Air Quality Monitoring Station (AAQMS) in Trinidad. All equipment must be capable of meeting the United States Environmental Protection Agency (US EPA) approved methods [(Federal Reference Methods (FRM) or Federal Equivalent Methods (FEM)].

The Environmental Management Authority (EMA) is mandated under Section 49 (3) of the Environmental Management Act, Chapter 35:05 (EM Act) to develop and implement a programme for the management of air pollution. The Air Pollution Rules (APR), 2014 came into force in January 2015, and regulates emissions from point sources and ambient air quality, giving precedence to meeting the permissible levels for ambient air.

The EMA established two continuous Ambient Air Quality Monitoring Stations (AAQMS) in Trinidad in 2008 and 2012, respectively, and subsequently replaced these with two newer AAQMS in October 2015. The establishment of an additional AAQMS will complement those already established and contribute to the development of an elaborate network for the collection of ambient air quality data and information for more informed decision making.

Collection of Tender Documents:
Tender documents can be obtained on the EMA’s website at www.ema.co.tt or at any of the following EMA Offices between the hours of 8:00 a.m. – 4:00 p.m., Mondays to Fridays during the period December 12, 2016 to January 12, 2017:

  • #8 Elizabeth Street, St. Clair, Port-of-Spain;
  • 3rd Floor, Agate Building, #2 Adesh Drive, SS Erin Road, Duncan Village, San Fernando;
  • Unit 1, Tobago Water and General Services Building, Buccoo Main Road, Carnbee, Tobago.

Submission of Tender Packages:
Tender packages should be accompanied by the following if applicable:

  1. Valid Income Tax and Value Added Tax Clearance issued by the Board of Inland Revenue and dated not more than six (6) months prior to the closing date of the tender;
  2. Certificate of Incorporation/Certificate of Continuance;
  3. Valid National Insurance Certificate.

    Sealed tender packages bearing no mark or seal of the tenderer must be clearly marked:
    “Tender for Consultancy Services to Supply, Install and Commission AAQMS” and addressed to:

    The Corporate Secretary
    Environmental Management Authority
    #8 Elizabeth Street
    St. Clair, Port-of-Spain
    Trinidad, West Indies

    Sealed tender packages should be deposited no later than 4:00 p.m. on January 12, 2017, in the Tender Box provided at the EMA’s office, #8 Elizabeth Street, St. Clair, Port-of-Spain. Tender packages will not be accepted at any of the other EMA offices. Late tenders will not be considered under any circumstances. The EMA does not bind itself to accept the lowest or any other tender. The EMA reserves the right to cancel the present notice in its entirety or partially without defraying any cost incurred by any firm in submitting a tender.
