Department of Environment and Conservation proposing amendments to the Air Pollution Control Regulations, 2004; input from stakeholders being sought

NOTE: This opportunity has expired or is an event which has already taken place.

Environment and Climate Change Canada (ECCC) in collaboration with provincial and territorial Ministries of Environment have been developing an Air Quality Management System (AQMS) for the management of criteria air pollutants within the country. Various components of the system have already been rolled out and more components are set to come into effect over the next couple of years. Further information on AQMS can be found at: http://www.ccme.ca/en/resources/air/aqms.html.

To complement this rollout, the Department has been directed to propose amendments to the Air Pollution Control Regulations, 2004, the current version of which can be found at: http://www.assembly.nl.ca/legislation/sr/regulations/rc040039.htm. In particular, direction has been provided to consider revisions to the following sections:

  • Section 3: Ambient air quality standards;
  • Section 6: Best available control technology;
  • Section 7: Sulphur dioxide emission cap;
  • Section 9: Opacity of visual emissions;
  • Section 14: Burning of grades 4, 5, or 6 fuel prohibited; and
  • Section 20: Monitoring and recording devices.

Input from stakeholders affected by these sections is being sought. Specifically, the Department would like to know for each Section:

  1. what concerns you may have with the current wording and implementation of the requirements of the Section; and
  2. what alternative wording or approach you would suggest for the Section.

Your feedback would be appreciated by September 30, 2016. Should you have any questions, please contact Barrie Lawrence, Senior Environmental Scientist at blawrence@gov.nl.ca or 709.729.6052.
